How to budget mobile airtime and data for field staff

Start with a normal week of work. A driver who uploads delivery photos and a supervisor who spends the day on calls may need different products and amounts. Use those tasks, observed usage and the route to set the allowance.

Role People Monthly allowance Total
Supervisor 4 R120 R480
Field worker 12 R80 R960
Total 16 R1,440

Statistics South Africa’s 2025 survey found that 78.9% of South African households could access the internet using mobile devices. That’s national context. To size a work allowance, check what people need to do on their actual route and device. Statistics South Africa, General Household Survey 2025, Table 14.3

Build the allowance from work patterns

Ask a supervisor and a few field workers which tasks depend on mobile access during a normal week. Record what they need for calls, routing, forms and uploads, and where they can use Wi-Fi. An app update or a change in how many photos drivers must submit can raise data use. Check the task, device and product before adjusting the whole role’s budget.

Use existing spend or a short observation period to propose a cap. Keep airtime and data separate when they’re purchased separately. Review order records against the roster. If you need detailed individual usage to set the allowance, agree what the team will collect and how it will protect those records before collecting them.

Copy a role-based budget sheet

Build one line per role with the planned allowance and actual usage. Keep individual phone details on the restricted roster and use group totals for the budget review.

Budget field What to fill in
Role and headcount Number of staff doing the work during the period
Tasks Calls, routing, forms, uploads or other expected use
Allowance Approved airtime or data cost per person per period
Reserve Amount and approver for exceptions
Replenishment Date, cut-off and owner for the scheduled run
Outcome Number who could complete the required work and repeated causes of failure

The 12 field workers and four supervisors in the example need a planned R1,440 for the month. With an approved reserve of R160, the cap is R1,600 before fees. If the field team uses R100 of the reserve, R60 is uncommitted. Match any extra allocations to the approval and check what the provider actually charged.

Schedule release before the work starts and set a cut-off for roster changes. Have a line manager check that the product suits the task. An urgent request should show the work reason and original order reference so the reviewer can tell a new need from a pending top-up. For repeat direct airtime or data releases, check the workflow and records available to your team. SIMcloud

Review replenishment against actual task completion

After a full month, ask whether workers could complete the tasks. Three drivers running out of data after photo uploads may point to a change in workload. Three unrelated device failures probably call for a support fix. Low spending is inconclusive if a worker gave up on an upload. Give workers a way to flag recurring problems and have supervisors review them by role or route.

Compare months with similar work. Mark unusual travel or emergency allocations, and keep the previous budget so finance can explain the difference. If you approve a change, record who approved it, the reason and the effective month, then check whether the task is easier to complete next time.
