Set a mobile top-up policy for community health workers

A top-up request should say what the worker needs to do, such as make work calls or submit reports from a new service area. Keep client names, health details and case notes out of the recharge file.

Estimate allowances from the work tasks

For 18 workers at a monthly cap of R70 each, the most you’d approve is R1,260 in face value. Use work duties and connectivity conditions to decide whether everyone needs the same amount. If staff at one site need more, document the reason, who can approve it and when to review it.

Set the eligible roles, allowed products, cap and exception process with the programme owner. Set a date to review the policy with them. Ask workers how they’ll report inadequate connectivity or correct a number on the roster. If someone changes sites mid-cycle, verify the new duties before moving or increasing their allowance.

Protect workers and client information

Ask the programme’s privacy lead to review the fields and retention period. Keep a staff identifier and the minimum information required to place and match the order. Limit access to the people administering the credit. Train supervisors to ask for evidence of the work need without asking for case details or inspecting personal content.

Review the allowance when hours, service areas or communication duties change. Where appropriate, involve worker representatives or programme leads, especially when staff use personal phones. Give workers a clear route to request a correction or review without disclosing client information.
