Prepaid value or cash reimbursement for field teams?
If a field worker needs data to open their route at the start of a shift, top up their verified work SIM before they leave. Paying them back can work if they already buy the right product, can afford to wait and can show what they spent. If you use both methods, agree what the standard allowance covers and who can approve an extra claim.

Map when the money is needed
A field worker may need data to download a route or authenticate before arriving on site. Reimbursing them at month-end only works if they already have usable data or can buy it themselves. If several workers need the same allowance at the start of each week, make that release part of the roster and reconcile the original order references.
Reimbursement can suit a temporary team where the product varies by assignment and the business already has a working expense process. Confirm which purchases qualify, the amount a person can claim, what proof is acceptable and when they will be paid. Put those decisions in the briefing so nobody has to guess whether a personal purchase will be covered.
Compare staff work and time to reimbursement
Suppose 24 workers each receive a budget of R60 for a week. The face value is R1,440 if all 24 use the full budget. At four minutes per claim, checking 24 claims takes 96 minutes. A prepaid run takes 20 minutes to prepare, 15 minutes to approve and ten minutes to reconcile. Two exceptions take five minutes each, giving 55 minutes.
That comparison excludes any time the workers spend buying the product and preparing claims. Ask the team to time that step as well, and record the elapsed time between purchase and reimbursement. Even if finance clears claims quickly, a worker who can’t afford the bundle up front may still start a shift without data.
Decide which evidence to keep
For prepaid, keep the approver, allocation, date, original fulfilment reference and outcome. For reimbursement, keep the claim reference, amount, purpose, evidence accepted and payment date. Have finance decide the treatment of exceptions and the records needed for your organisation. A general team report can use totals and categories instead of publishing individual phone numbers or receipts.
Prevent double funding when the two methods coexist. If a worker requests reimbursement for mobile connectivity already allocated through the company roster, confirm that the purchase covers a separate, approved need. Add one line to the record explaining the difference before settling the claim.
Trial the exception before setting the policy
Try both methods with a small team over two comparable periods. Record who started the shift with usable airtime or data, what people paid up front, how much time staff spent on admin and which cases remained open. Include a device change and an urgent extra allocation in the test. Document who approves an exception outside the normal schedule and who checks it against the original allocation. If staff frequently pay before a shift, compare the cost of a predictable prepaid release with the actual burden of repeated reimbursement. SIMcloud
