Who should approve a bulk airtime payment?
Have a budget holder approve the request and someone else check the payment and supplier records at close. A small team may share some duties, but the person who asks for airtime should never be the only one signing off on their own spending. Require a second check when bank details change or a request is unusual.

What goes on the request
A useful request names the account, product mix, face value, expected fees, purpose, required date and cost centre. Attach the dated quote and state whether this is routine funding or an exception. The approver should be able to compare the request with the approved budget without reconstructing the order from messages.
If supplier payment details change, independently verify them through a known contact route before sending funds. Do not rely only on a new email or invoice attachment. The payment operator should use the approved beneficiary record and retain the bank reference.
Set thresholds and cover arrangements
Use your organisation’s finance policy to set who can approve each amount. Name a backup and agree how urgent requests work. Even an emergency approval needs a record someone can check later.
On an R8,000 funding request, the approver checks the budget and supplier terms, then signs off on that amount for that account. Send it back for approval if the quote or account details change.
Separate payment from transaction reconciliation
Funding an account is not the same as approving every later order. Define transaction limits and user permissions separately. After funding, operations should use approved order references and finance should match activity to the supplier report. A reviewer should investigate pending or unmatched orders before closing the period.
Name a lead and a backup for each step. If one person must do two jobs, have someone else verify the bank details or reconcile the month-end records. Record why the duties overlap and check whether the arrangement still makes sense.
Retain an audit trail
Keep the request, quote, approval, proof of payment, supplier receipt, order export and reconciliation together. Record who approved it, when and any change to the amount or account. Restrict access to bank details and supplier credentials. Apply your own finance policy when ordering. Freepaid bulk airtime
Handle the day the approver is away
Appoint a deputy and define what they may approve. If the request came from the deputy, send the approval to another authorised person or hold it. The first finance review should show who prepared the request, who approved it and which order references used the authority. Test that handover before a deadline.
